NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments requests that the Congress and the Executive Branch work with the States to promote the quality of life for all men and women of the armed forces and improve state-federal coordination in the provision of and greater access to programs, services, and benefits that support veterans’ employment, education, job training, health, and housing needs.
NOW, THEREFORE BE IT RESOLVED, The Council of State Governments supports efforts by Congress to regulate e-commerce through legislation that allows States to enforce their existing sales and use tax laws, regardless of the method of transaction, and to collect taxes under state law.
NOW, THEREFORE BE IT RESOLVED, The Council of State Governments will work with States and with their federal counterparts—at the Department of Justice, the Department of Homeland Security, the Department of Health and Human Services, and the Department of State—to combat human trafficking; and
NOW, THEREFORE BE IT RESOLVED, The Council of State Governments encourages state policymakers to recognize the value the electric grid delivers to all and to: evaluate the system-wide benefits and costs of distributed generation (including costs and benefits relating to the investment in and operation of generation and the transmission and distribution grid) so that those costs and benefits relating to distributed generation can be appropriately allocated and made transparent to regulators, legislators and consumers; and facilitate the continued provision of safe, reliable, resilient, secure, cost-effective, and environmentally sound energy services at fair and affordable electric rates as new and innovative technologies are added to the energy mix; and update policies and regulations to ensure that everyone who benefits from the electric power grid helps pay to maintain it and to keep it operating reliably at all times.
NOW, THEREFORE BE IT RESOLVED, The Council of State Governments requests that the Congress and the Executive Branch pursue educational policies that promote and ensure state flexibility and a healthy state-federal partnership in the vital task of educating America’s children and growing our economy
NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments requests that the Congress and the Executive Branch work with state and local governments to facilitate a better understanding of the roles and capabilities of governmental entities in protecting networks against possible cyber-attacks and explore how sharing information between states and the federal government – both before and after a breach – can help prevent future attacks or assist in the response to a previous attack.
NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments supports the establishment of the State Authorization Reciprocity Agreement (SARA) and encourages its member jurisdictions to consider the new interstate agreement as an innovative policy solution that will increase degree attainment and reduce costs for students, states, and institutions; and
BE IT FURTHER RESOLVED, that The Council of State Governments staff will provide ongoing assistance to the National Council for State Authorization Reciprocity Agreements’ national office and the four regional higher education compacts in their efforts to raise awareness about SARA.
NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments requests the U.S. Congress and the federal government to pursue opportunities to protect intellectual property, reduce fraudulent theft, and protect American businesses and consumers.
NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments recommends that each state’s elections Web site provide specific information for UOCAVA voters, and that each Web site provide a link to the U.S. Department of Defense Federal Voting Assistance Program Web site; and
BE IT FURTHER RESOLVED, that The Council of State Governments supports the full funding of HAVA requirements to help states improve electronic communication and information available to military and overseas voters.
