The Judges and Psychiatrists Leadership Initiative released Practical Considerations Related to Release and Sentencing for Defendants Who Have Behavioral Health Needs: A Judicial Guide and an accompanying bench card, which were developed with the support of the American Psychiatric Association Foundation and the CSG Justice Center. The resources are designed to assist judges in making informed connections to treatment for people with behavioral health needs who enter their courts.

In states such as Iowa, Nebraska and North Dakota, much of this year’s legislative work centered on adjusting to new budget realities — slower-than-expected revenue growth and the need to close budget shortfalls. For lawmakers in Illinois and Kansas, the highest-profile issues involved changes in school funding and increases in the income tax. And across the Midwest in 2017, including in Indiana, Ohio and Wisconsin, many new laws were passed with the hope of stemming a public health crisis related to opioid addiction and overdoses. Here is a state-by-state review of some of the big issues and new laws that arose out of this year’s legislative sessions.

Monday, December 18, 2017 at 11:05 AMWhat if a state legislature engages in intentional partisan gerrymandering but it doesn’t work or might not work in the future? Has it violated the First Amendment? In Benisek v. Lamone in 2011 the Maryland legislature needed to move about 10,000 voters out of the Sixth Congressional District to comply with “one-person one-vote.” It moved about 360,000 Marylanders out of the district and about 350,000 Marylanders in the district. As a result only 34 percent of voters were registered Republican versus 47 percent before redistricting. Following the redistricting Democrat John Delaney defeated the incumbent Republican by almost 21 percent. But two years later in 2014 Delaney almost lost his seat even though his challenger didn’t live in the district and raised less money. Two years after that Republican Larry Hogan won the Sixth District beating his rival by 14 percent.

WHEREAS, over the last 60 years, the number of jobs requiring an occupational license has grown from about one in 20 to nearly one in four; and WHEREAS, when implemented properly, occupational licensing can help protect the health and safety of consumers by requiring practitioners to undergo a designated amount of training and education in their field; and
