What is WIOA?

The Workforce Innovation and Opportunity Act, also known as WIOA, was signed in July 2014 and is a major reform of the public workforce system.  The WIOA supersedes the Workforce Investment Act of 1998 and amends the Adult Education and Family Literacy Act, the Wagner-Peyser Act, and the Rehabilitation Act of 1973.  The WIOA requires states to strategically align workforce development programs to ensure that employment and training services are coordinated so that job seekers acquire the skills the meet employer needs.  In addition, the new WIOA requires the collection and reporting of timely information about individuals who receive services in order to provide accountability and measure performance.  States are required to submit the first State Annual Performance Report in October 2017. 

What resources are available for state leaders to meet the workforce needs in their states?

States leaders are now able to analyze the Workforce Innovation and Opportunity Act (WIOA) state plans on the US Department of Education website: state plans.

The US Department of Labor (DOL), in coordination with the US Departments of Education (ED) and Health and Human Services (HHS), has worked to prepare everyone for the implementation of WIOA. The WIOA Resource Page provides information and resources for States, local areas, non-profits and other grantees, and other stakeholders to assist with implementation of the Act. The webpage is updated to reflect newly developed materials, including responses to frequently asked questions.

The Innovation and Opportunity Network (ION) is a community of practitioners, program staff, partners, planners, industry leaders and stakeholders that strive for system improvement, capacity building and excellence in the public workforce system. The ION is a national, regional, state and local alliance that makes available the technical assistance, information sharing, and training needed to implement the vision of the Workforce Innovation and Opportunity Act (WIOA) that was signed into law in 2014.
