State Constitutional Developments in 2003
Reduced levels of state constitutional activity and no major new trends were recorded in 2003, a typical “off” year. Among developments were a comprehensive tax and spending proposal and an official constitutional commission, both in Alabama, and the historic use of the state constitutional recall election in California.

A regular contributor to The Book of the States, she is the author of numerous publications on the Texas Constitution and government, including The Texas State Constitution: A Reference Guide, and on state constitutional developments nationwide. She has served on two Texas constitutional commissions and on the board of directors of the Texas State Bar.
