NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments calls on Congress to pass the next federal surface transportation authorization bill prior to the expiration of MAP-21 on September 30, 2014, and BE IT FURTHER RESOLVED, that The Council of State Governments calls on Congress to engage on the issues of the future of the federal transportation program and the Highway Trust Fund during their deliberations on the next authorization bill.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments expresses its support for the NCSL proposal for a $20 million program to support state-level pilot programs to explore transportation funding alternatives to fuel taxes, with no more than $2 million available for allocation to any one state.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments urges reauthorization of the STEP grant pilot program beyond 2014; and BE IT FURTHER RESOLVED, that The Council of State Governments urges expanded authorization past FY 2013-2014 for continued funding of the STEP program for eligible states and territories.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments urges the executive branch and Congress to seriously review the threat posed to American energy security from policies that do not enable the productive use of indigenous energy resources which continue reliance on imported fuels.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments endorses the Aerospace States Association’s policy paper “UAS Privacy Concerns” addressing unmanned aircraft systems privacy concerns; and BE IT FURTHER RESOLVED, that The Council of State Governments supports the Federal Aviation Administration-monitored use of UAS as emerging technologies with a potential economic benefit for states.
