Earlier this year, the National Homeland Security Consortium (NHSC) developed a white paper which contained recommendations designed to provide national policy guidance for both short and long-term strategic homeland security issues. The white paper, Protecting Americans in the 21st Century: Imperatives for the Homeland, represents an effort by various disciplines and professions to come together and acknowledge that homeland security is a shared responsibility between all levels of government, the private sector and citizens. Further, the white paper clarifies that these entities should be equal partners with the federal government in setting national goals and their supporting policies and procedures.

 

BE IT THEREFORE RESOLVED, that The Council of State Governments strongly urges Congress to restore funding to the Byrne Justice Assistance Grant program to the Fiscal Year 2007 level of $520 million, at a minimum; and
 
BE IT THEREFORE FURTHER RESOLVED, that The Council of State Governments supports full funding in future years for this critical anti-crime program at its authorized level of $1.095 billion.
 

Suggested State Legislation: This Act establishes a program to help people whose family members are trapped, injured or awaiting rescue during an underground mine emergency.

Suggested State Legislation: Florida Chapter 143 of 2007 enhances penalties for existing crimes related to possession of child pornography when the offender possesses ten or more images and at least one image includes a child under the age of five; sadomasochistic abuse, sexual battery or sexual bestiality involving a child; or any video or live movie involving a child.

Suggested State Legislation: According to Florida legislative staff, the federal Victims of trafficking and Violence Protection Act of 2000 enables immigrant victims of human trafficking to get certain federal benefits once their status in the U.S. is determined.

A vital tool for policymakers across the region, Comparative Data Reports (CDRs) offer a snapshot of conditions on a number of issues. Published annually, the CDRs track a multitude of revenue sources, appropriations levels, and performance measures in Southern states, and provide a useful tool to state government officials and staff. CDRs are available for adult correctional systems, comparative revenues and revenue forecasts, education, Medicaid, and transportation.

BE IT THEREFORE RESOLVED that The Council of State Governments hereby endorses Congressional efforts to reauthorize the Juvenile Justice and Delinquency Prevention Act and to continue the important prevention and rehabilitation efforts it affords juveniles in the states.
 

Suggested State Legislation: This Act permits the governor to delay implementing the requirements of the Real ID Act until the federal Department of Homeland Security has issued regulations that the governor finds will adequately protect the interests of the citizens of the state.

Suggested State legislation: This Act makes it a felony to knowingly transport, conceal or harbor an illegal alien. Anyone found in violation and convicted may receive up to one year in prison and/or a fine not less than $1,000.

Suggested State Legislation: This Act creates a Mine and Industrial Accident Rapid Response System; provides requirements for protective equipment in underground mines; provides for criminal penalties for the unauthorized removal of or tampering with certain protective equipment; provides for notification requirements in the event of an accident in or about any mine and imposing a civil administrative penalty for the failure to comply with such notification requirements; provides rule-making authority; and clarifies the responsibilities of county answering points.
