For the past four decades, states have increasingly contracted with nonprofit organizations to carry out state financed human services. Due to tight budgets and budget shortfalls, services have been in jeopardy. Contract changes, late payments and alternate financing are just a few of the consequences.

Meeting Minutes - Docket 32A, CSG Committee on Suggested State Legislation - The CSG Committee on Suggested State Legislation convened Saturday, December 3, 2010 and December 6, 2010 to consider 101 bills on the first docket in the 2012 SSL cycle. Notable topics addressed by legislation on this docket include biobased products, geothermal energy, using computers to purchase large blocks of event tickets, harassing people online, enhanced foster care, nursing care indicators, and health benefit exchanges. The committee voted to include 31 bills in the 2012 Suggested State Legislation volume. It deferred 2 bills for further consideration, and it rejected the remaining 68 bills. Council staff hope to publish the 31 bills on line in Part I of the 2012 Suggested State Legislation volume by March 2011. The committee will meet next in March 2011 at the 2011 CSG Summit. February 1, 2011 is the deadline to submit bills to that docket. 

It isn’t encouraging when a professor from the Columbia University Law School, who specializes in redistricting, tells you that your state will almost certainly be sued when redistricting takes place across the country next year.

“You are going to get sued,” said Nathaniel Persily, the professor in question, at the Intergovernmental Affairs Committee meeting Sunday afternoon. ”That’s true. There’s going to be a lot of that.”

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments urges that all member states consider and enact the 2010 Uniform Military and Overseas Voters Act (UMOVA), to help states comply with the federal Uniformed and Overseas Citizens Absentee Voting Act of 1986 (UOCAVA) and Military and Overseas Voter Empowerment Act of 2009 (MOVE), and to extend the application of, and broaden the coverage of, the important principles of these laws with regard to state and local elections, for the benefit and enfranchisement of our military personnel and overseas civilians.
