States continue to take significant actions in attempts to lessen barriers to workforce entry caused by occupational licensing. CSG currently facilitates a consortium of 11 states looking at occupational licensing reform as a part of the Occupational Licensing Assessing State Policy and Practice project in partnership with NCSL and NGA, funded by the US Department of Labor. However, the examples below come from states not currently participating in this project’s consortium, signifying that occupational licensing reform is a priority for states nationwide, and not just the 11 states participating in this CSG project.

On May 23, 2018, following a series of deadly school bus incidents, the National Transportation Safety Board, or NTSB, announced its recommendation to implement seat belts on all new school buses. A 2017 National Highway Traffic Safety Administration report showed the average number of school bus related fatalities was 30 deaths per year and that 0.4 percent of national traffic fatalities were school-transportation related.

Former first lady Michelle Obama famously planted a vegetable garden at the White House to model good eating to youngsters. Famous restauranteurs such as Alice Waters have been involved in school garden projects for years. These garden programs feel good but now there is evidence that they may, in fact, do good.

A study soon to be published in Preventive Medicine found that students who grow vegetables in a school garden report increased availability of fruits and vegetables at home, particularly the youngest students. The study results were previewed by Journalist’s Resources, a project of the Harvard Kennedy’s School which curates scholarly studies and reports and makes them available on an open-access site.

A commonly cited argument for occupational licensing reform states that licensing results in restricted employment growth and higher wages for licensed workers, which in turn increases consumer costs. Higher wages benefit licensed workers, but wage disparity leads to inefficiency and unfairness, including reducing employment opportunities and depressing wages for excluded workers.

Utah’s Department of Commerce issued a 2018 legislative brief that includes a comprehensive and proactive approach to reducing occupational licensing constraints and barriers. Utah is part of CSG’s occupational licensing project, which includes an 11-state consortium that includes Arkansas, Colorado, Connecticut, Delaware, Illinois, Indiana, Kentucky, Maryland, Nevada, Utah and Wisconsin.

Over the next five years, the state of Kansas will invest an additional half-billion dollars in its K-12 schools as the result of legislation signed into law earlier this year. “The amount of money that we have committed to spend is, at least, approaching an appropriate level,” says Kansas Rep. Melissa Rooker, noting that legislators already had increased state funding by $300 million during the 2017 session.
Finding that “appropriate level,” not only in the eyes of the Legislature but also the state Supreme Court, has dominated discussion in Topeka for the past several years. Last October, following passage of legislation in 2017, the Kansas Supreme Court ruled that the state still had not proven the constitutionality of its finance system.

During the first year of a South Dakota law that raised the state’s sales tax rate in order to boost teacher pay, average salaries increased by nearly $5,000 — to $46,979 in 2016-17. This change means the state no longer has the lowest average teacher salaries in the country; it now ranks 48th, according to the most recent study done by the National Education Association. South Dakota Gov. Dennis Daugaard notes, too, that his state ranks 29th when the these averages are adjusted to reflect state and local tax burdens as well as regional price parity data.

Construction is predicted to be one of the fastest growing sectors in the next decade, according to the U.S. Bureau of Labor Statistics. In order to meet this demand, states have begun to enact new legislation and programs aimed at increasing the number of students attending vocational and technical education programs.

The hotline would let students from any school in the state report potential threats. One year ago at this time, in a discussion started by a member of the Indiana State Board of Education, Sen. Jeff Raatz began thinking about a policy response to one of the biggest concerns raised about students graduating from the state’s K-12 school system. “How do we help them get the employability skills they need?” Raatz asked.
One of the answers was this year’s passage of SB 297, a measure that will have every public school in the state incorporate those types of skills (also sometimes referred to as “soft skills”) into their K-12 curriculum. 
At the elementary level, for example, it might mean students are expected to greet their teacher with a firm handshake and appropriate eye contact. In other classrooms, a greater emphasis could be placed on problem-solving and adaptability, teamwork and social skills, or punctuality and self-management.
