NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments calls on Congress and the Administration to enable and encourage federal agencies to enter into partnerships, including memorandum of understandings, with state governments to provide for the better management of land in and around military and other federal facilities.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) requests the federal government to pursue opportunities to reduce intellectual property theft through federal and state enforcement efforts directed at rogue websites which operate fraudulently and harm American businesses and consumers.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments supports the establishment of state and federal public policies that improve the nation’s energy security and promote energy independence and economic security.

 

NOW THEREFORE BE IT RESOLVED, that The Council of State Governments supports the establishment of a voluntary agreement to provide for the possibility of mutual assistance among the Central and Prairie Regions of the United States and Canada in managing any emergency or disaster when the affected jurisdiction or jurisdictions ask for assistance, whether arising from natural disaster, technological hazard, man-made disaster or civil emergency aspects of resource shortages. 

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) requests the federal government to pursue opportunities to alleviate the impact of cuts in state and local grants in aid by providing greater flexibility in maintenance of effort requirements and reducing federal mandates which impact state budgets.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) expresses its support for the South Korea, Columbia, and Panama Free Trade Agreements.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments expresses support for these same guiding principles and believes Congress should take them into consideration as they debate legislation to reauthorize federal transportation programs.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) encourages states to adopt and support a robust and flexible intrastate prescription drug monitoring program to better track and prevent the illicit access to, distribution and use of prescription drugs;

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments urges that the United States Congress extend the moratorium in place under the American Recovery and Reinvestment Act of 2009 on the payment and accrual of interest on state loans from the Federal Unemployment Account.

NOW, THEREFORE BE IT RESOLVED, that Congress take action to initiate the amendment process provided by Article 5 of the Constitution of the United States to amend the Tenth Amendment and Article 1, §8 (the Interstate Commerce Clause), of the Constitution of the United States.
