NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) requests that the federal government pursue opportunities to alleviate the impact of overbearing consent decrees on state governments by limiting the scope of certain consent decrees after a reasonable period of time.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments calls on Congress and the Administration to enable and encourage federal agencies to enter into partnerships, including memorandum of understandings, with state governments to provide for the better management of land in and around military and other federal facilities.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) requests the federal government to pursue opportunities to reduce intellectual property theft through federal and state enforcement efforts directed at rogue websites which operate fraudulently and harm American businesses and consumers.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments supports the establishment of state and federal public policies that improve the nation’s energy security and promote energy independence and economic security.

 

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) requests the federal government to pursue opportunities to alleviate the impact of cuts in state and local grants in aid by providing greater flexibility in maintenance of effort requirements and reducing federal mandates which impact state budgets.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments (CSG) expresses its support for the South Korea, Columbia, and Panama Free Trade Agreements.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments expresses support for these same guiding principles and believes Congress should take them into consideration as they debate legislation to reauthorize federal transportation programs.

NOW, THEREFORE BE IT RESOLVED, that Congress take action to initiate the amendment process provided by Article 5 of the Constitution of the United States to amend the Tenth Amendment and Article 1, §8 (the Interstate Commerce Clause), of the Constitution of the United States.

NOW, THEREFORE BE IT RESOLVED, that The Council of State Governments urges that all member states consider and enact the 2010 Uniform Military and Overseas Voters Act (UMOVA), to help states comply with the federal Uniformed and Overseas Citizens Absentee Voting Act of 1986 (UOCAVA) and Military and Overseas Voter Empowerment Act of 2009 (MOVE), and to extend the application of, and broaden the coverage of, the important principles of these laws with regard to state and local elections, for the benefit and enfranchisement of our military personnel and overseas civilians.

NOW, THEREFORE BE IT RESOLVED,that The Council of State Governments encourages states to consider support for community-wide public education campaigns on the importance of folic acid in the diets of all women of childbearing age so that the incidence of preventable neural tube defects is reduced.
