Grid Reliability--Regulatory Challenges and Technology Opportunities

A host of market forces has raised concerns about the uncertain future for the nation’s electric grid. Growing renewable energy capacity and energy efficiency improvements, combined with smart grid capabilities, however, can provide new options that can improve resiliency, reliability and financial incentives with distributed generation technologies. This session featured energy and grid experts who shared their expertise from a federal, regional, private sector and academic perspective and explored these complex issues before policymakers. They also discussed states' roles in meeting future challenges and opportunities facing the nation’s transmission and distribution system.

Speaker Biographies:

 Jeff Fleeman
Jeff Fleeman is Director of Advanced Transmission Studies and Technologies at American Electric Power.  AEP serves over five million customers, operating in 11 states and three regional transmission organizations.  AEP’s assets include 39,000 miles of transmission lines and 3,500 T&D substations.  Jeff is responsible for dynamic analysis, asset performance and renewal programs, transmission technology deployment, and HVDC/FACTs systems.   He has BSEE and MSEE degrees from The Ohio State University, and chairs the Electric Power Research Institute’s (EPRI) Transmission & Substation Advisory Council.  He chaired the Edison Electric Institute’s (EEI) Transmission Committee from 2005-2007.  He is a member of CIGRE and senior member of IEEE, where he has held numerous leadership roles.  Jeff is a registered PE in Ohio.  
 
Anne Hoskins
Anne Hoskins was appointed to the Maryland Public Service Commission by Governor Martin O'Malley in August 2013. Her term runs through June 2016. Prior to serving on the Commission, Anne served as a Visiting Research Scholar at Princeton University, conducting policy research on distributed generation and lecturing on energy and environmental issues. For the previous 18 years, Anne worked in the areas of energy, environmental and telecommunications policy and law through positions at Public Service Enterprise Group, Verizon Wireless, Bell Atlantic and as an associate in the law firm of McCarter and English.  Anne earned her Juris Doctor from Harvard Law School in 1994. She earned a Master's degree in Public Affairs in 1986 and a B.S. degree in Applied Economics from Cornell University in 1984. 
 

Brian Rybarik
Brian Rybarik is Regional Director of Government and Regulatory Affairs for the Mid-Continent Independent transmission System Operator (MISO). MISO manages one of the world’s largest energy markets and ensures reliable operation of, and equal access to,high-voltage power lines in 15 U.S. states, the Canadian province of ManitobaMISO and the City of New Orleans. Approved as the nation's first regional transmission organization in 2001, MISO is a not-for-profit 501(C)(4) organization governed by an independent Board of Directors and is headquartered in Carmel, Indiana. Prior to joining MISO, Mr. Rybarik served several roles at the Public Service Commission of Wisconsin, including serving as the Commission’s first Wholesale Energy Markets Advisor as well as policy and legal advisor to former Commissioner Lauren Azar. Prior to his public service, Mr. Rybarik held the position of Legal Counsel and Manager of Regulatory Affairs for a Wisconsin state-wide trade association and was an associate at the law firm Michael Best & Friedrich.Brian received both his Bachelors and Law Degree from the University of Wisconsin at Madison.

Janet Sena
Janet L. Sena joined NERC in January 2010 with more than 25 years’ experience in state and federal work in the energy, environment and economic development arena. Prior to joining NERC, she served as Vice President for TECO Energy’s Federal Affairs office. She was responsible for reviewing and evaluating legislative and administrative policies, identifying their impact on the company and its subsidiaries and devising a strategy for the successful advocacy and resolution of those issues. She first came to Washington, DC in 1989 from Indiana to serve on the Senate Agriculture Committee for Sen. Richard Lugar. She was responsible for rural electric utility, telecommunications and economic development issues for the committee. She has a Bachelor of Arts in communications, Cum Laude, from Hanover College in Hanover, Indiana.
