This Act directs the state public utilities commission to set up a pilot program to encourage developing community-based renewable energy facilities. The Act permits the state public utilities commission to direct investor-owned transmission and distribution utilities to enter into long-term contracts for energy, capacity resources or renewable energy credits with program participants located within the service territory of the utility.
