
Racial Disparities Among AIDS Diagnoses: A Regional Analysis
The rates of AIDS diagnoses vary greatly among the states as well as across ethnic and racial lines. African-Americans are 10 times more likely to be diagnosed with AIDS than Whites and three times more likely than Hispanics/Latinos. Regional rates of AIDS diagnoses varied widely, with the rates per 100,000 adults and adolescents in the South (13.3) and East (13.2) double the rates in the West (6.4) and Midwest (5.8) regions.

Nationally, 13.5 out of 100,000 adults and adolescents in 2009 were diagnosed with AIDS.

State rates vary widely, from a high of 29.2 in New York and 28.1 in Florida to a low of 1.3 in Vermont and 2.2 in Idaho.
- For example, the rate among African-Americans in Florida is over 100 times that of whites in Vermont. And the rate among Hispanics/Latinos in New York is 16 times higher than the rates for Hispanics/Latinos in Wyoming or Alaska.
- Nationally, African-Americans have the highest rates, with 55.2 out of 100,000 African-American adults and adolescents diagnosed with AIDS in 2009.
- Those identifying themselves as Hispanic/Latino have the second highest rate with 18.8 out of 100,000 diagnosed, followed by American Indians/Alaskan Natives (8.2).
- Whites (5.5) and Asians (3.8) have the lowest rates nationally.
- African-Americans are 10 times more likely to be diagnosed with AIDS than whites and three times more likely to be diagnosed than Hispanics/Latinos.
Regional Analysis:

- The average rate of AIDS diagnoses in the region is 5.8 out of 100,000 adults and adolescents. This regional rate is the lowest in the nation.
- Illinois has the highest average rate, with 11.3 out of 100,000 adults and adolescents, while North Dakota has the lowest (2.6).
- African-Americans have the highest average rates of diagnoses, with 35.4 out of 100,000 African-American adults and adolescents. This rate is almost 11 times that of whites in the region (3.0).
- Those identifying themselves as Hispanic/Latino have the second highest rates of diagnoses, with 13.9 out of 100,000 diagnosed, followed by American Indian/Alaskan Natives (9.5).
- Whites (3.0) and Asians (2.9) have the lowest rates regionally.

- The average rate of AIDS diagnoses in the region is 13.2 out of 100,000 adults and adolescents. This regional rate is second highest in the nation.
- New York has the highest average rate, with 29.2 out of 100,000 adults and adolescents, while Vermont has the lowest (1.3).
- African-Americans have the highest average rates of diagnoses, with 66.2 out of 100,000 African-American adults and adolescents. This rate is almost 14 times that of whites in the region (4.6).
- Those identifying themselves as Hispanic/Latino have the second highest rates of diagnoses, with 30.6 out of 100,000 diagnosed.
- Whites (4.6), Asians (2.1), and American Indians/Alaskan Natives (0.5) have the lowest rates regionally.
